Is there a way to set HLSL to Always On?

I set hlsl_enable to 1 in mame.ini, but I still need to press CTRL-ALT-F5 in-game for the graphic enhancements to take effect. Am I not setting it correctly in the INI file, for hlsl to always be ON?

My raster.ini doesn't have a HLSL setting. I've attached my INI folder and primary mame.ini for review. I can't see where HLSL is set to '0' anywhere.

Looks ok, are you running just the baseline .exe or a front end that might be sending an overriding commandline argument.
You could try going to command line and issuing the launch like: 'mame64.exe dkong -hlsl -v'
if that works then there is an errant ini or as above front end command interfering.
You could also try 'mame64.exe dkong -hlsl -norc -v' which will bypass reading the configs.
Ah, actually take a look at your mame.ini. Its inipath line is going to your presets and ignoring mame.ini. It should look like this if it was created with baseline mame: inipath .;ini;ini/presets

Thank you ... the issue was two fold.
1) It needed inipath .;ini;ini/presets as you described.
2) I discovered raster.ini was preventing the settings from taking hold. Once I removed raster.ini, the settings now take effect.
