We'd at least need to know your OS?, computer specs?. What happens when you double click on win32con.bat?.

OS: Windows 7 Ultimate Service Pack 1 32bit OS
CPU: Intel core 2 duo E6550 2.33GHz
RAM: DDR2 2GB
Graphics: INTEL Q35 Express Chipset family
revision 2

i know it is an old machine
i only found an archive called win32env.bat
autorebase.bat autorebasebase1st.bat and other bat files but not win32con.bat

Your CPU is 64bit compatible.

Just grab a Window 7 64bit ISO and install it, Win7 product key works for both 64bit & 32bit.

You'll gain about 20% performance in MAME running 64bit over 32bit, with no extra cost.

2GB will work, but you might want to bump it to 4GB if your running 64bit.

It's alot easier than pissing around making your own builds.

If all else fails, Burn the manual.

As taz-nz said, also in regard to compiling Mame on your system, even with 64bit Windows it will be rather slow.
