Have you tried PaleMoon? It's a lot like "old firefox with security/rendering updates".

Got the "Add exception" button using SeaMonkey 2.49.4 (Firefox 52.0).

I was able to add an exception using v63 of firefox.

Got the 'your connection is not secure'. 'go back', 'advanced'
clicked 'advanced', clicked 'add exception...', dialog popup. I usually uncheck permanently store, then push the button 'confirm security exception'.

I never do perm as the cert is wrong and needs to be corrected by the site owner. As you are saying you always will trust that domain. That domain in a few years could be owned by someone else. They could look into 'lets encrypt' and a rotating auto renew script on a cron job or AT job.

In this case it just looks like a cert expire.

If you are not getting the popup you may have a proxy in the middle of your connection? Either through your job or your ISP or your VPN? Sometimes companies will do a MITM proxy and give you a cert for their proxy. Then you are using their cert up to the proxy and the proxy gets the error you may not see it though.

I still see it in Firefox. There are "Go Back" and "Advanced" buttons. If you click "Advanced" you get the "Add Exception..." button

No, permanently storing the exception trusts that particular certificate, not the domain. If the domain switches to a different invalid certificate, you'll get an error message again.

The dialog error message indicated otherwise but thank you for the correction.
