Can't open Mame

When I attempt to open mame64, I get a black screen and spinning circle but it never goes beyond that. Here are some specs:
newly installed Nvidia GT710 2gb graphics card using DVI port.
windows 7 home
3.2g pentium dual core
currently running on 2gb of memory due to bad memory chips but had same issue when I had all 4 gb working. PC running fine otherwise.
mame version is 193 and I prefer not to have to update or downgrade if possible. too much work to get matching roms.

If you run it with the "-window -verbose" command-line options, what does it output to the console?

Going to Pleasuredome and downloading the latest torrent is "too much work"?

have u tried open as administrator?
