If you look in the input menu, you'll notice that the start buttons aren't even mappable. What happened was that the dial controller was overlooked when the start buttons got moved down from the Neo Geo driver into the input devices. I've corrected this oversight for 0.201.

Part of the problem is that the dial controller doesn't seem to actually exist - it's completely hypothetical, based on observing the game's behaviour. The current code for it doesn't look very realistic.
