In an emulation first, MAME 0.196 supports QSound DSP emulation. For now, it’s only enabled for the vgmplay driver by default

what does this means?

It means you can hear VGM Files with QSound enabled. However if you want QSound enabled on CPS2, you need to download the source code and enable it manually by yourself. As the extra processing requires more resources and may upset some people with older machines without them telling the difference anyway.

EDIT: And now I can see why it isn't enabled. Just tested 0.196 on with my i5-2300.

CPS2 with LLE QSound runs at about 85% on my 2010 i7 MacBook Pro, but gets full speed on my 2014 Ivy Bridge Xeon workstation. It also runs full speed on the i7 desktops with three memory controllers. I will finish the recompiler at some point, just too busy with real life™ and more strategic MAME work.

Yes, my Sandy Bridge processor is also showing its age. Just now realized it's 6-7 years old. Well, time to upgrade.
