Not my area, but I wouldn't be surprised if answer is Mahjong Dynasty. I am guessing this is first time of that company name, GMS, being mentioned on this forum. I don't recall that name discussed before. I guess that means an entirely new pcb hardware system yet to be emulated in MAME unless it is a bootleg clone of an already existing emulated pcb hardware setup.

All I got in my head now is this song & yes I know it's not chinese but have a listen to the chorus & you'll be listening to it going around & around in your head.
Yes it's not the original artist but I think Kirsten Dunst is a lot better to look at.

I didn't mean it was either of those 2 games, I meant the title appeared to be the same as the titles of those games.

You've ignored the first 2 letters. The photo is too blurry (though, it's more due to the font itself) to recognize them, they look more like 实或 to me, but Google doesn't know the 实或頂凰麻雀 title.
However, it 'knows' the 實戰頂凰麻雀 by GMS - http://www.hadla.gov.hk/cgi-bin/hadla/game.pl?select=1&page=46 - so, maybe it is the proper title?

Fighting Battle Shanghai Mahjong ^ This Title is right only if the game is made in Japan.
EDIT : The company is from Taiwan, so maybe it should be in Chinese language ?!

The trouble with that theory is that mahjong is different in Chinese vs Japanese. Mahjong is 麻將 in traditional Chinese, or 麻将 in simplified Chinese (majiang). In Japansese, 麻雀 (maajan) means "mahjong", but in Chinese it means "sparrow" (maque). So it's supposed to be a Japanese title, or at least a Japanese-looking title.
In Chinese the title would be read "dinghuang maque". I think itt would be read "chouou maajan" in Japanese. It means be Super Phoenix Mahjong or something.

The characters at the top are 实战 - a simplification of 實戰 (shizhan) - "real battle".

Kirstin's such a star. She and her supporting group did reasonable justice to the original turn-of-the-80s Vapors track too (unlike what certain other groups did to "It's My Life" and other such abominations). Not that it should be any coincidence, but Marie Antoinette has one heck of a killer soundtrack as well.
Okay, back on the rails.
