Andrew Welburn got the original/intended foreign language rom for Atari Lunar Lander compiled from the original Atari source code. It passes the test mode self-test report.
"Here is a working 'foreign language' ROM for Atari Lunar Lander. Burn it and put it into location M3 and set the dips for French, Spanish and German, this is compiled from the original source code and passes the self-test screen, enjoy! "

It's a bummer it has to be done this way, but better than nothing. If anything, at least it confirms the source code is valid. It would still be ideal if an original, working foreign language rom can be found and compared for the sake of verifying data etc.
As for needed foreign language roms that I am aware of:
Atari Destroyer and Midway's Checkmate.

- missing language roms means DIP switches related to these do not function

I never like that game period. I tried it a few times. Never made any sense to me when blowing up on the landing points zone.
