So those sets were demo versions, only seen at trade shows? I'm interested in looking at those Spanish ones. Are they US/SA editions, or European?

Note, the japanese version of bucky o'hare has japanese texts in game, the demo and the ending, only have 1 lap game, 3 buttons and gain 1 life when you life bar is full

It's like Smit described, the user probably has ability to get around ip blocking methods.
Even twisty had a hard time with a particular troll that kept bad mouthing Derrick Renaud regarding control input handling with Atari 720. Derrick was changing control inputs of the game and the troll was doing a non-stop beat down on Derrick. twisty was barely able to keep the troll off of MW back then. It was one reason why Derrick decided to call it quits back around 2010 or 2011 iirc.

I highly doubt that will work. There's very little chance that the Chinese government would do anything about this, especially if this person is located in China and changing his IP so much.
