SF2 CE frameskip after reassigning controls

Got a problem on my new PC - playing Streetfighter 2 is normal until I change the "Player 1 controls" to use the numerical keypad instead of the arrow buttons. Then, whenever I or the opponent do any sort of special move (like dragon punch) or hit each other, the play seems to snap forward to the end of the move/hit, as if the move/hit is performed at full CPU speed (i.e. a millisecond) before going back to being "normal" speed. I can't find any way around the problem, and I don't know that much about MAME in the first place - help!

Since I can't read your mind, I can only assume you are using the latest MAME 0.175. The only thing that I can conceive that might be causing the issue is that you attempted to map "INSERT" as one of your fighting buttons. The default use for "INSERT" is Fast Forward (runs the game unthrottled and full frame skip). If you insist on using INSERT, remap or "none" the entry for Fast Forward in the Input (general) -> User Interface menu.
If doing this doesn't fix it, then your machine is cursed and you should burn it with fire
