My 2c; yes of course since those allow to play games at their correct original speed without tearing nor added vsync/triplebuffer lag.
Now what matters is how much you and your wallet care, since forcing the games to sync to the monitor's refresh (like GroovyMAME and MAMEUIFX allow) often makes very little difference in the resulting output speed. Groovy also uses an alternative D3D(9ex) to get around the big frame queue that traditionally produces more lag than what we'd want on Windows, or switches to a doublebuffering-like thing when the speed difference is too much for your comfort (there may be other ways, like using OGL, dunno, I think RA does that too).
After all many of the most popular games refresh pretty close to 60Hz. For those who are not too OCD about game speed, just a properly set up GroovyMAME is more than satisfying IMHO. Good G/Freesync monitors are still very expensive.

Of course. Few if any games in MAME actually run at 60 Hz, so in order to vsync and get tear-free you need a monitor that can sync to oddball rates. Which of course is exactly what G-Sync and Freesync do.

I'm enjoying my Acer Predator XB271HU which allow the default OSD video options of MAME to work rather nicely.
What's really cool is it swivels right on the stand which allows you to get a vertical orientation with hardly any effort at all.
Never again will I ever go back to a 60 Hz POS cheap LCD display. Best display I've ever laid eyes on.

AMD did announce AMD FreeSync™ Over HDMI® but I don't believe any of those displays are available right now.
Perhaps try and search to see if some are available now.
Older ones will definitely require a Displayport connection to take advantage of FreeSync.

What settings in mame.ini do you need to enable/disable to get the full benefits of gsync??

default settings are fine upon creating a fresh mame.ini with -cc
