I don't think that works anymore per the note on the page:
(Effective with MAME 0.140, this method doesn't work. Still trying to figure out how to fix it).

Well... looks like it does work again. Time to update some more pages.
Using the new compiling tools at mamedev.org, and the default install directory, you would put the two LAY files (vertical and horizont) in
C:\buildtools\src\mame\src\emu\layout
Then make sure any artwork files specified in the new LAY files are in your artwork folder, unzipped.
Just tried it right now, and it works fine. =D

I've finally made it work. You have to copy the files to src/src/emu/layout/ but you have to be aware that vertical.lay and horizont.lay are not in any of the build/generated folders.
