Some machines are adjusted through dip switches (via the TAB key menu), others are done through a operator menu (typically the F2 key). There was a gradual switch-over in the early 90s towards the NVRAM/operator menu config system.
For instance, earlier Street Fighter 2 machines use dip switches, but as of CPS2, they're all using the in-game operator config menu. Neo-Geo also uses the operator menu.
