Does that also apply to the Legionnaire driver, too? I hear it's also as well protected as Raiden 2 was.

Do we know for sure that the COP is a custom logic chip rather than an MCU with internal code (in the way that, say, the SNES DSP chip was a TI DSP with internal ROM)

Yes. The part number is for a gate array, and a decap proved that. There is no MCU, just hardwired logic.
