Does anyone know: 1、How many dev are there on Mame/Mess team so far? 2、How many dev do for Mame/Mess(WIP)? 3、How many dev do for active work for Mame/Mess(graphic、sound and others)

My suggestion is in team Mame/Mess dev should divide two parts: one part for Mame work,the other is for Mess

The MAME project itself is very much merged right now and will not be splitting up. The codebase for MESS was merged into MAME's active codebase for nearly 2 years now as well as the Developer pool. "Devs" are real people with real lives and will work towards improving the project when spare time and/or desire hits them.
What you are suggesting seems to me you want to be able to arbitrarily assign a developer to a certain project or task, creating checklists, enforcing timetables for completion and otherwise require Devs to "xxx amount of work per xxx" schedules. People tend forget this is purely a project built on volunteer effort and not a business or a other entity which is required to appease stockholders, upper management or end users.
As much as we all want sound in this game, proper graphics in that game, or even a game to be playable, this is the wrong way to approach it.

Just to give an example of how foolish this is, I'm going to start looking into 68000-based microcontrollers soon in order to bring up the Ensoniq MR synthesizer and ASR-10 sampler (the ASR was used by RZA to produce the classic Wu-Tang albums, so it's got some serious historical cred) but that same work will also light up a ton of currently useless fruit machines in MAME. You may not like playing them, but at least the ROMs will do something :-)

Probably not as many as there was in 2001. Splitting a project up into two forks is not very practical. Having the existing skill matrix of the current developers, increases efficiency ten-fold.
Then you would have communication issues with two teams, which is what nobody wants. If I was to project manage this activity, I would have looked at combining MAME and MESS in the very beginning.
Maybe your question is not based on capability but of leadership. Seems like the devs are doing a fine job so far, with so many distractions available.
I would let them get on with it.

I assume most of the hate is because there's a lot of them and they largely don't run right now. If they really worked and had full artwork etc I imagine there'd be less hating. I mean, nobody posts about the scourge of mahjong anymore

Speaking of fruit machines, did Mame ever get around to emulating that Gradius fruit machine? I know someone posted a pic of it on mameworld once.

As far as I know it hasn't been dumped. Real-money gambling machines are typically required by law to be destroyed when they're taken out of service, so getting dumps is quite a bit harder than for regular games. I'm hoping someone manages to dump the Castlevania pachi-slot games (there are now 3 of them, that link is the trailer for the second one), but I'm not holding my breath either.

After those get dump then hard part is to get those working with or without any issues. Maybe run slow.
Also the artworks gonna to be even harder to get. The reels and all the parts.
I wouldn't hold my breath too over these games. Need someone who have the whole machines to lean out. Mr. Do or who ever can do the artworks while someone else can do the dumping.
How many is doing the slot machines artworks for MAME? Never at this time. Glad that we have a few. Better than nothing.
I'm afraid not many people even care about the slot machines artworks. So good luck on this. It already slap my face because it won't happen at this time.

A friend of mine has a couple of pachi-slot machines, which we've discussed dumping. He's been out of the country for years and has only just got back, which is why it hasn't happened yet. I think it's a bit weird that they haven't been dumped already, a slot machine with a video overlay would seem to be more fun that the boring western ones.
