Your still better off with groovymame. Both can deliver native resolutions but only groovymame can give you correct refrsh rates = no tearing/sound skipping.
It's also unconfirmed if win7 really gives you better performance in MAME.

AFAIK it has more to do with how Windows 7 itself works and what it allows video cards to do or not to do in the name of content protection. It's not as much about the video card.
