Games saving NVRAM files not in it's own folder

How come some games save their NVRAM files directly in the NVRAM directory instead of how most games save it in their own folder NVRAM/Game's Name.
For example, the game Exvania, does not save it's NVRAM file in NVRAM/exvania directory. Rather, it saves it out in the open in the NVRAM directory.

Because the drivers for those games use a legacy (pre-C++) NVRAM handler instead of an NVRAM device.
