What does each "country code" dip switch mean for the DECO Cassette System?
what I mean is what letter (A-F) in the dip switch mean for each country.

it seems like it has no effect. maybe this dip switch hasn't been emulated yet?
but I have found info about this in the WIP section on the driver's page:
- 0.133u1: Brian Troha added DIP locations to DECO Cassette System driver (also split out settings for specific games where appropriate). Added dipswitches 'Country Code' and 'Type of Tape'.
does that mean it is not working yet? or certain games can be changed?

I think (really, guess) that early "-03" boardsets might have actually checked that code before running; the later "-08" boards may ignore that and I know they have 'internal' rom-fixed country code in the roms. We have roms dumped for "-08" regions A and B, which is a 1 byte change between them; its possible the older "-03" boardset's oldest roms did use the dipswitches for "region protection" instead.
