Hi. I'd like to ask: for a Intel Core2Duo running Windows XP, what kind of optimization do you recommend when compiling. Now I'm just running 'make'. What command should I use for my computer? Would a notice a difference in performance? Any drawbacks?

Specific compiler flags are discouraged and may result in breakage or inability to even compile properly. The best environment to use MAME is in a 64-bit OS, and typically Intel have been proven to run compiled code faster than AMD.
The only thing you could do to help your situation is to get Windows 7 or 8, 64-bit OS. That alone will increase your performance more than any compile flags could possibly do.
