what effect does the CPU overclock under slider controls have in mame? can it benefit a games speed?

What it does is speed up (or slow down) the emulated cpu. Example benefits would be overclocking in Double Dragon to get rid of the slowdown (that happened on the real boards) or underclocking cpus on something like Dodonpachi to add more slowdown if you wanted it to be a little easier while you practice or something. But it is a cheat and could cause a glitch. There are certain cases where a game may not need anywhere near its original cpu/mhz to run full speed, and the game would run the same speed even at ~half the mhz, and your PC cpu can't handle it at its natural mhz and underclocking the emulated cpu would actually make the game run full speed on your computer with this hack by making your PC cpu not have to work so hard. Yes that is possible.

just for curiosity, the slowdown in Double Dragon real board is not so exaggerated as in mame...

Stop defending Technos' shitty programming. The NES version of DDragon, on a 1.79 MHz 8-bit CPU, runs rings around the allegedly 16-bit arcade, and MAME accurately demonstrates its shittiness if your PC is fast enough.
ETA: a reprogrammed bootleg which performs better (but still has some slowdown) was common in South America and some other locations. Haze has documented this on many occasions. MAME does accurately represent the performance of the real Technos board.

A version already in MAME (ddgragonb IIRC) plays better than the original Technos one. The slowdowns are less severe.

cool, wish i knew about that before!
just underclocked all SHIENRYU cpu's to 50% and it's much more playable on my setup now (32bit xp, 2ghz intel core 2 duo)

be warned that a few games, though, might rely on accurate sync between the pcb components and changing the speed of the cpu might break them (or at least introduce gfx or sound glitches)
in other words use it at your own risk (i.e. try it freely, but like with other *cheats* be ready to switch back to the original speed if you get issues)
