Frame grab from bluray should make it clearer.
If you watch the video at 1:20:37 then it shows that the game running in the cab is 3d. It's showing attract mode and there is a blue car on the right hand side of the track, with the camera low down on the left side of the car.
The marquee looks like Racing S..... 3, but that doesn't tie up with anything in mame or system16. It might be called something different in English speaking countries.
edit: skidau says Racing Speed 3, the "p" & "e" are written in outline.
The cab looks old and busted compared to how it looks on the distributors (?) web site http://www.funfanclub.com/funfanclub/racing_speed3.php

Good catch, that was driving me nuts. Looking at the pics in the link, the cab seems to be correct. The seat is definitely the same, and you can see where the marquee juts out. The only thing that doesn't match is the movie cab appears to be either missing its sideart, or else they made it in a third color besides the red and blue pictured on the website.
In the reverse angle screencap, all you can see of it is the seat. It's a little confusing from the angle, but the wheel and sideart in that shot is from the Sega Road Race next to it.
EDIT: Holy crap is that an obscure game. I pretty much don't see any mention of it besides the manufacturer's page. It looks way too polished for an obscure Thai manufacturer, I assume it's a license or a bootleg of something else?

The cab looks really old, even the wheel and the seat. It's possible that it started as an earlier game (i.e. "racing speed") and then upgrade kits have been made available. Racing Speed 4 uses a different cab though http://www.funfanclub.com/funfanclub/racing_speed.php
Although I suppose the game could be 10 years old and it might just look old and the side art covered up because it was damaged.
The game seems very obscure though. I doubt they found the games on location, it's more likely that they put them there. Either way, the look of the cab makes it fit in with the other old games even though it's obviously not that old when you look at the screen.
