Hi, I just wanna know if its possible to actually modify the Final Fight ROM in terms of enemy damage, enemy HP, and possibly the chance to modify how certain enemies appear in certain stages, etc etc

Everything is possible if you are familiar with the structure of the Final Fight game code and are able to write 68000 assembly.
If you are not, stick to Pugsy's cheats for the game

I'm saying it's possible if you are or have access to a very skilled low-level programmer. I gather that's not the case so just considering it not possible is close enough

I would be glad if you at least me how I can get started, I mean, how to "see" the code. I assume I can find something useful in there. But I really dont know how to see it.
Thanks in advance

launch "mame ffight -debug" That's the way to see the code: the CPU just follows the instructions written as bytes in the ROM and that's the building block that creates the game.
