Question with vindicators I and II

Hello. I was playing Vindicators part 1 and 2 on my cab and noticed that the thumb buttons that make your turret rotate left and right don't work. They are assigned and working properly in the test menu, but in game not working. Is this a bug, or is that something you acquire in later levels?
