do these two .bat files need to be run only once, or after each reboot, before the compiling?
they do the following output:

I didn't have to run the bat files at all.
Simply rename your old mingw to mingw OLD if you wish to back it up then the new tools extract to mingw (same as I had previously) compile as you did before and MAME/MESS will successfully compile.

yeah, for current MAME/MESS release.
but they will probably be needed for further releases. that's why i'm asking.

For the setup-Python.bat file I needed to run it from an elevated command prompt on Windows 7.

so? what's your point?
i'm not asking how to run them, i'm not a dumbfuck. i'm asking, do i need to run 'em once, or put them to auto-run, after each reboot.
