I was just curious how mamedevs decide when to release a U build and an official build of mame?

It comes down to timing and what is being worked on. If the work is based more in the core code which effects many/all games, there are generally more U releases before as many known bugs as possible are cleaned up before releasing an Integer release. Timing could be as simple as there lack of physical time allotted in someone's schedule to spend in packaging, compiling and verifying things before release.
Historically and recent release timings have been 2-3 weeks per release - generally not more than 4 or 5 U's unless there is something major being worked on that is unfinished.
