It's pretty shit. It just runs "character descriptions". It's a framework for writing and running your own character descriptions. The scene is stagnant, with everyone using some old version because the newer versions can't run old character descriptions. Or some shit. Anyway, it's a shitty game engine with shitty character descriptions used by people in a shitty scene. No emulation involved.

So in all honesty, do you get that shocked every time you hear anything by Cypress Hill, Dr Dre, Snoop Dogg, Lil Wayne, or God forbid see NWA actually spelled out?

That's not a matter of getting shocked, and in my opinion, the problem isn't the word it self (some may oppose), the problem is the context. The problem is that he's using a word, that identify a group of people, as a pejorative adjective, related to something that he doesn't like or approve.
The only thing he gets through this, is that any valid argument (I don't know about any technicality related to Mugen, so I can't argue about that) that he could have made about the subject, is now a stupid and childish rant to 90% (I would hope 100%, but I know very well the society that we live) of the people that read his post.
About Cypress Hill, Dr Dre, Snoop Dogg, Lil Wayne or God, I can't argue about their work since I don't listen to neither one of them.
EDIT: About the thread subject: I know about Mugen existence for some years, and I think it would be interesting to hear more about its technicalities, if it's really that bad as Matty is saying or not. I think it's, at least, an interesting app. There's also the Japanese Fighter Maker, an app in the same vein, that is used do make more original games, like Vanguard Princess (http://en.wikipedia.org/wiki/Vanguard_Princess) and TerrorDrome.

You're missing the point. I'm accusing MUGEN players of being "pussy-ass" - the noun could be any substitute for "people". I could've said "pussy-ass gamers" but then it wouldn't have been a name drop of a song title. Anyone who uses the "P.A.N." phrase would be perfectly happy to be called an "N." (can't even use the word here apparently) themselves.
