Best Os For Gaming Cabinet And Emulator

i saw this video on youtube of a guy running windows os in his one but he had this cool setup where his pc would boot up straight to this screen where you can choose what you want to play from Atari all the way up to ps1

any ideas on what it could be??


or what os/Emulator do you think i should use

the pc in my cab is core 2 duo 2.4ghz 2gb ram

Must be some sort of front end? I'm guessing GameEx?
