Is QT4 something that MAME and/or MESS was using previously or is this a new thing?

We introduce a new toolchain which contains mingw tools based on GCC 4.6.3 Obtain these new packages from the Development Tools page.
For those interested in building frontends based on QT4, there are update packages at:
For 64 bit tools For 32 bit tools
read the included file 'README.Qt-add-on' for installation instructions

It's not used by MAME/MESS themselves, but it's used if you build certain frontends, like QMC2, that can be built with MAME build tools.

Better explanation: during _testing_ of the new MAME build tools, QT4 was included with the packs put together. Those who had access to those might be wondering where the QT4 packages went, so now you're being pointed to where.
And yes, the QT4 inclusion during testing was mainly to make it easier to build QMC2, that's how tight QMC2 is with MESSDEV
(You have to hand it to a front-end that has been able to find many emulator bugs simply by trying to press all the buttons and use all the options )

Also, there's interest in possibly having a single debugger for all platforms instead of having to maintain 3 separate versions (Win32, GTK+, OS X Cocoa) as we do now; Qt would obviously enable that.
