Ok, I know JaMMA boards by rule of thumb generally output 15KHz signals and VGA uses 31KHz and that VGA signals only really kicked off with JVS, but that's not what I'm asking about.
The problem is while the 15Khz isn't an issue, the C-Sync is. I've been looking how you can separate the H/VSync from the C-Sync and ran out of luck at first, then I saw this page, and whilst it's not exactly the same thing, the first half of the conversion seperates the V-Sync from C-Sync with a chip I have at home. What I'm worried about is that this person is feeding C-Sync to the H-Sync port on the CGA monitor, and I'm wondering if that has any issue that might affect the VGA signal, or whether it'll be fine as the H-sync is still readable?
