Absolutely. A similar project is actually what got me into the MAME core years ago.
MESS would be the modern target for device firmware emulation, and you gotta' be careful of camera companies' legal teams (I'm guessing they're larger and more aggressive than your usual 80s arcade game company's, for example), but it'd be pretty cool seeing the algorithms companies use to sweeten their images and calibrate their sensors.

MESS already supports calculators and Satellite TV decoders. you're welcome to contribute a driver for phones and cameras, as long as the models supported have been out of market for some time
