MAME won't work on Dell Inspiron 2100?

Hello all, I have a quick question about MAME. I downloaded the latest version directly from the site, the command line version.
I recently repaired a Dell Inspiron 2100 desktop computer that I plan on using in a cabinet project.
When I try to run MAME all it does is pop up a command window for a few seconds and then crashes. I know it works because I tried the same files on my standard PC and it booted up just fine.
The Dell Inspiron 2100 is running a Intel Celeron 900MHZ CPU with 512MB of ram. I am currently using the onboard video card.
So what's the deal?

With a computer of that age with onboard video, the most likely problem is that the video is 24-bit. Modern MAME requires 32-bit. You'll need to use an older MAME version (probably 0.106 or earlier, maybe even older).

Oh, I see, I thought maybe it might be something like that... Too bad I don't have any old, PCI video cards laying around. NewEgg has one, but it's like $30.00 for a 32MB video card, that's crazy expensive.

MAME defaults to DirectX9, try the DX8 renderer. You can change it in mame.ini

And you create a fresh mame.ini by runnning the following from the command prompt in your mame directory...
mame.exe -createconfig
...or the short form...
mame.exe -cc
...for short. Change "mame.exe" to whatever your flavor of mame is named.
