Multiple revisions...for what?

I know there's like a TON of revisions for various games, especially Capcom fighters. Besides regional differences (Japan, US, Euro, World) does anyone know what the revisions DO?

Changes to gameplay, new features, hacks, the usually stuff. Treat it like updates to Windows

I kind of figured that. But what I mean is that there isn't anything that states what was revised in them in most games so that you're not looking for a glitch that isn't there. Mortal Kombat 1, for example, had 5 official revisions and we know that in revision 3 added Reptile. But Street Fighter 2(and all its versions) doesn't really have anything to tell you what the difference between revision 910206 and 910214. Capcom had TONS of revisions for many of their games back then and I'm suprised there isn't anything to tell us what the changes were!
