No, that's Native Client, which has nothing to do with Javascript.
Native Client (NaCl) is a technology that allows a web browser to run compiled code with about the same level of security as ordinary Javascript. NaCl is an easy way to get games into a browser without the cost of rewriting your frameworks. It lets you reuse existing C/C++ libraries and game engines on the web. And it boosts performance by providing access to special instruction sets like SSE and NEON.

His purpose for doing this is: "The ability to bring software up and running into any browser window will enable instant, clear recall and reference of the computing experience to millions."
If I read through the lines, he wants to make it really easy for people to just take a look at older software via emulation. That's cool but what about copyright? What's the use of having a JS port if the user still needs to go and fetch the ROMS and such.

The software can be provided via other, legal means, like the Wayback Archive, which hosts loads of shareware CDs. There's a lot of -legally available- freeware games and programs for older computers, too.
So there's that. The idea is probably that once it's available, more companies will likely donate the programs for educational use. I think.
