Best program for editing

Hey guys is photoshop good enough for cleaning up a artwork image? One of the main problems I'm having is what seems to be dirt on the screen where the game is displayed which is weird because I made that part transparent. My image is also not as bright as it should be.

That's what I use for most stuff.
People that trace and vector typically use Illustrator.
But the one you're working on is definitely a job for PS.
The dirt sounds like you just missed a couple spots in the game screen area. Just erase them out.
The brightness, I can work that out after you're done, if you want.

If you search for my posts in the MAME Artwork Forum, you will see many old bezels forensically restored by me using Photoshop.
I have had many years experience in cleaning imagery, which makes it ideal for me to clean and restore old dirty/ripped/sun bleached artwork.
