HELP!! Can't run Mame 0.143 (Or 0.142)

When I try to run Mame 0.143 I get an error on the dos prompt saying MAME is not executable!! Can someone help - THANKS!!!

What is the name of the MAME executable file and where did you get it from? What OS do you have? 32 or 64-bit?
Oh, and it's not a DOS prompt. It's a command prompt.
