I use WinHEX (a new licensed version) and just open the drive with it and save it as an img. Rar that and upload it somewhere and submit the link(s) with a note about the cylinders and sectors of the hard drive that are written on it. I imagine it has a write feature that works the opposite way for making a backup.

Probably but that's the only proven one I know of. You could try to make a chd directly with chdman but I don't recommend it.

Why not? Not accurate enough dumps?
Could find a free hex tool which has harddrive features

People often complain that it sticks during the read.

It takes a long time if there are bad blocks on the drive. In that case you can use WinHEX or you can find someone with a Linux/BSD/Mac system and use good old 'dd'.
