"No Dump"

I am genuinely curious as to why there are some relatively ‘common’ games that contain “No dump” for one or several of its ROM images.
Does the “No dump” exist because the equipment to properly dump the ROM is not in possession of the one’s who have the original boards? Or is it a lack of knowing how to dump the ROM properly? Is it the board itself has no longer been available since obtaining the proper equipment and dumping technique for it? Or is it a lack of interest; something else?
This is by no means an attempt to ask for ROMs or demand things to be dumped, I am truly wondering and curious. I have compiled a list of some of the sets/titles which fall into this area which I would think are relatively common, but any clarification and answer is appreciated. Thanks.

Any time you see "pal" in there, the only people who can possibly dump it are Charles or people who built his contraption and even of those, maybe only half of the pal types found in arcade games can be read out currently. Any time you see mcu, it has to be decapped. The ones with 8751 in there, that's also an mcu. When you see one from a System 16 game it's going to be the Hitachi block or another mcu like an 8751 that either has to be decapped or hasn't gotten to the right person yet. They made lots of revisions with their own block/mcu and some of the sets were dumped years ago and may never be completed because the parts die. 279 bytes is going to be some pals that probably wouldn't help the emulation but could help with a board repair. The others I would have to look up individually. Short answer, they either aren't as common as you think or haven't been decapped or sent to the right person or figured out.

Almost all of those are microcontrollers (MCUs)--a CPU that has a mask ROM or EPROM containing its program built right into the chip. Generally, MCUs are designed so that once they are programmed, their internal ROM can only be accessed by the MCU itself. One way to read the ROM is by decapping.

I appreciate the detailed explanation from you both, and from this...
...Any time you see "pal" in there, the only people who can possibly dump it are Charles or people who built his contraption and even of those, maybe only half of the pal types found in arcade games can be read out currently...Short answer, they either aren't as > common as you think or haven't been decapped or sent to the right person or figured > out.
...it appears to be a combination of things I presumed.
Thanks again to you both for the information.
