Monitor sometimes powers up

Looking for help, I bought an Arch Rivals arcade today knowing that the "monitor sometimes works". Pulled it in my garage, checked all the connections and the monitor did not work until I turned it on and off about 50 times. Where to go from here please, thanks.

Repairing or replacing the monitor chassis would be the most likely place to start.

"Doesn't always turn on" in solid-state CRT TVs usually indicates tired power-supply caps. So a cap kit might help.
