This is not an overlay. In the video at 0:50s, the screen switched completely to red.
This is also in Intruder and other games using color maps proms.

This opinion sounds good to me. A few years ago, I bought paperwork for Galaxy Wars for audio emulation. It turns out that the pages for audio part was for Cosmic Monsters, while the rest was for Galaxy Wars. I can see where the paperwork might be handy for updating the video part for Galaxy Wars video emulation at some later time.

More URL paperwork bought for hopeful, way into the future, non-cpu emulation of URL's Video Action II
No roms/proms involved, but it is interesting why the add-on controller pcb "Function Select Board" doesn't have chip numbers listed in the paperwork compared to the main logic "Video Action II" board.

Use Vortex (Zilec 1980) those TTL color maps. The roms are encrypted, but
are there any information about them (program rom, gfx rom, unknown area...)
ROM REGION:
1.t36 800 maincpu 0
2.t35 800 maincpu 800
3.t34 800 maincpu 1000
4.t33 800 maincpu 1800
5.t32 800 maincpu 4000
6.t31 800 maincpu 4800 <--- looks like TTL map

That was my first guess too, but looking at it, it can't as when the ship explodes, all the screen goes red.
